Atlantic salmon development, conservation and protection program
A MELCCFP FINANCING PROGRAM
The program, the result of an investment by the Quebec government, aims to propel Quebec as a preferred destination for Atlantic salmon fishing. For this to happen, our rivers must be full of fish, and our infrastructure must be of the highest quality. The program is open to organizations managing salmon rivers and outfitters authorized to operate on salmon rivers. The program has four components:
- Infrastructure development and upgrades
- Assistance fund for the protection of salmon rivers
- Support for salmon counts
- Transport of salmon upstream of obstacles
The call for projects for 2023-2024 is now open, and will close on January 31, 2024. Any applications received after this date will not be considered.

This funding comes from the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) as part of the Plan de développement de la pêche au saumon et de la pêche sportive au Québec 2017-2022, resulting from an investment by the Government of Quebec. The project has been extended by one year, namely for the year 2023.
It divides, in several components, the issues related to the development of salmon fishing:
1. Infrastructures
Most of the investments are made under this component. The infrastructure projects are mainly summarized in the improvement of the river manager stations and accommodation buildings. Part of this budget is also dedicated to new fishing sectors.
2. Consolidation of the salmon migration monitoting network (count)
Enables the implementation of projects such as the installation of counting barriers on rivers, the maintenance of fishways, as well as the purchase of equipment needed for the return of salmon on certain rivers.
3. Fund for protection
This funding allows organizations to be subsidized each year to reimburse them for a portion of the hours used to pay for protection assistants working on salmon rivers.
4. Indigenous harvest
Aimed at documenting the issues and realities of Indigenous communities in terms of salmon harvest in order to encourage their participation in the management and conservation of the species and to ensure the coexistence of the various activities on the land.
5. Regional, national and international promotion
Enabled the creation of the Saumon Québec web site as well as the development of the Saumon Québec trademark of the Fédération québécoise pour le saumon atlantique (FQSA).
6. Local organizations promotion
Provides river managers with funding to engage in promotional activities. This component also allows river managers to be reimbursed for their attendance at various trade shows.
7. Awareness
This component is used to raise salmon river users’ and young people’s awareness on proper behaviour and teach values that will help protect the salmon resource.
8. Training
Makes it possible to develop projects such as the implementation of a training platform for employees, the creation of a practical guide on the management of a salmon river as well as several personalized courses that will be offered to river managers according to their needs and situations.
